经略、总督、巡抚理论上各干各的，在辽东战区，蓟辽总督、辽东巡抚并不统属于经略。但如果朝廷明文划定统属关系，则巡抚、总督也要听命于经略，就如熊廷弼二度经略辽东，朝廷就明令他管辖广宁巡抚王化贞。

因为要有监察、司法的权力，所以巡抚都有都察院都御史的加衔，又因为要管理军务，有的巡抚会有军务的差遣，比如辽东巡抚全称就是“都察院右佥都御史巡抚辽东赞理军务兼管备倭”

明朝初年没有巡抚，一省的最高行政长官是布政使，后来因为需要统一军政事权，才临时派遣巡抚。一开始巡抚就是一种临时性质的差遣官，在景泰、天顺年间开始普及，到嘉靖年间成为固定官职。
